在 Plugins 下载 Chinese (Simplified) Language Pack ，然后禁用即可

Gota OP 刚才又自己捣鼓了一会儿，发现 Event Log 标签设置里有一条 Language Plugins Notifications ，Popup type 选 No popup ，再把 Log 也勾掉就可以了。

出现的时候，弹框右上角小齿轮里点开，去掉对应的√

在设置也能关闭 File | Settings | Appearance & Behavior | Notifications ->Language Plugins Notifications
