订阅 Apple 的开发者账号如果想开中国发票是否得使用中国区的 AppleID？

我看到 https://developer.apple.com/support/purchase-activation/ 这里提到：
Invoices You can access invoices for your purchased products by viewing your account on the >Apple Online Store. If you ’ ve made a purchase on the Apple Online Store in China >and would like to request a VAT invoice, call 400-666-8800 to speak with an Apple >Online Store support specialist.
是可以联系 Apple 要求开增值税发票，那么我的问题是，如果要开中国的发票是否要求所使用的 AppleID 也在中国区？还是没有需求？
